EA Process
 

The Municipal Class Environmental Assessment (EA) process enables the planning and implementation of municipal infrastructure projects in accordance with an approved procedure designed to protect the environment.

The Rutherford Road / Carrville Road study is being undertaken as a Schedule 'C' project, in accordance with the Municipal Engineers Association, Municipal Class Environmental Assessment document (October 2000, as amended in 2007). In accordance with the requirements for Schedule C projects, consultation with the public and review agencies will be conducted at key stages of the study in order to solicit input and comment; including three Public Consultation Centres (PCCs).

The Class Environmental Assessment study for this project will be conducted in four phases:

Phase 1 – Identify the problem (deficiency) or opportunity

Phase 2 – Identify alternative solutions to address the problem or opportunity by taking into consideration the existing environment, and establish the preferred solution taking into account public and review agency input

Phase 3 – Examine alternative methods of implementing the preferred solution, based on the existing environment, public and review agency input, anticipated environmental effects, and methods of minimizing negative effects and maximizing positive effects

Phase 4 – Document in an Environmental Study Report (ESR) a summary of the rationale, and the planning, design, and consultation process of the project. The ESR will be made available for public review
